Speedtest chart dropouts ?

Dear Forum,
I have been experiencing slow connection (<1mbps dsl) issues. When it happens, Speed test chart shows dropout spikes. Verizon support convinced me that it is my modem, so I bought a new one from them, but it is really bad; much worse than the old Westell 6100. I have an extra 6100, and both act the same. At times I get speeds in the .9's, and when this happens, it goes to the .3's. Verizon says the line if good, but I don't believe them. Any ideas?

i would check that could be only a matter of settings for the westell or new modem and what happens if you plug in directly to them . https://www.google.ca/?gws_rd=ssl#q=Westell+6100
