Question speedtest.net showing only half my speed plan since adding a router ?

hi i have a plan at 15 download and 10 upload . It was okay before i added a router to the modem.

I added a second pc. both pc use wire to connect to the router. now when i go to https://www.speedtest.net/
it shows only 7.5 download and 10 upload. it is only half the speed download I was getting before. is this normal to split the speed by half?
Note yes the second pc is plugged in and turned on but it is not surfing nor downloading .

Make and model of your router between ISP and your PC's? Also, what are the make and models of both system's motherboards? BIOS version for both motherboards? It's possible that the other system might be drawing bandwidth due to an update by the OS, speaking of which what OS are you on for both system's?
