0% chance may mean you don't yet have enough Magicka to cast the
spell, or it may mean you lack the necessary skill, or both.
Your Magicka pool gets larger each time you level up. You could
also increase Magicka for a short time by drinking a potion, but
your chances of a successful cast of a high level spell will still
be very small. It will be necessary to raise your skill in the
appropriate spell school (Alteration, Mysticism, Destruction, etc)
to gain a greater chance of success. To raise your skill level,
practice casting lesser spells from that school, or buy training
directly from an NPC trainer.

(1) Improve the skill that is used when casting that spell.
(2) Improve the stat on which the relevant skill depends.

For instance, all Healing spells are Restoration. Restoration is a
skill that depends on the Willpower stat. So, pay to train up your
Restoration, and when you level up, put points in Willpower, and your
Healing spells will finally have a chance of succeeding.

This may take a long time and a lot of cash.

Actually the usual reason a spell is a 0% is that you're out of spell
points...if not Jonathan's advice is good.

If you have sufficient magicka to cast the spell but you but your abilities
in that school are too low for you to cast the spell, you can temporarily
raise your abilities by the use of artifacts. For instance, even with 100
for conjuration you have less than a 100% chance of summoning a golden
saint. There are at least three artifacts in the game that will raise your
conjuration skill. And there are similar artifacts to raise other schools.

Some spells are beyond the normal powers of a character. For instance the
sixth shield (or similar name) in Alteration.

Where can you buy that spell?

I've been abusing my character with potions and currently have
intelligence 5000+ and mana 14000+ and Sixth barrier (which I think is
what you mean) sounds like fun...

By the way - can someone explain how fire shield and lightning shield
work? I always seem to take damage when I have those up and I guess I
just don't understand how they're supposed to work. My level 10
character is still using Dark Brotherhood gear and surely must be able
to do better!

(I've got a custom spell that I think I could beat the Lord's Mail guy
but am not ready to try it yet...)

Unlike the D&D counterpart, [Elemental] shield spells in Morrowind don't
protect you from damage. Instead, it turns you into a walking bug lamp. Cast
a strong elemental shield spell, then walk near hostile wild lives. Keep
your weapons shealthed and see how they destroy themselves.

Maximum difficulty - this made the Dwemer Puzzle Box quest completely
brutally hard but after some strategic reloads! (...and lucky use of
scrolls) I managed to get the Puzzle Box and get back to town.

It was shortly after that that I decided going in for a career in drug
abuse (e.g. Alchemy 90 at level 5) was a good thing.

I use a similar strategy, except I just fight with my back against one of
the walls which also forces them to take you on one at a time. I always
kill the three in the bar area right there, and I've never had the bartender
join in. In fact, I sometimes get a laugh because as I'm passing the bar on
the way out, walking across the blood-soaked floor and avoiding the dead
bodies, the bartender often says, "tell your friends about this place".
Cracks me up every time.
