Question Spikes in disk usage and hickups during gameplay

I used to have a system with m2 ssd and completely different parts, I sold that system and got a new one but I'm seeing the exact problem I used to have before.
This especially gets intense when there's a background installation like Steam installing a game while I'm playing or when pc is fresh booted or just randomly.
Both audio and video get's interrupted for a moment.
Also happens almost every 30 secs if I enable Nvidia Instant Replay

My old pc:
Ryzen 1600
Gigabyte ab350m gaming 3
Kingston 2x8
GTX 970
Crucial 500gb m2 ssd
Windows 10

New pc:
Ryzen 5600
Gigabyte B550m ds3h
Kingston 2x8 3600 mhz
GTX 3080
Old ssd + new Kingston m2 ssd
Windows 10

I tried installing the system on different SSDs but it's same in both.
I tried removing the old one and it still happens with new kingston SSD.
I tried to record what's using disk resource but I couldn't do it per app.
I tried sorting task manager screen by disk usage but it doesn't show a particular program with high % disk usage.

I'm suspecting it's either OS or Motherboard's CPU settings that causes this but I don't know what to change or where to look.
 
Does the disk behavior stop or change if Nvidia Instant Replay is disabled?

Have you tried reinstalling and reconfiguring Nvidia Instant Replay?

Also use Resource Monitor and Performance Monitor to observe system performance.

Process Explorer (Microsoft, free) may also prove useful.

Use all of the tools but only one tool at a time.

The key is to discover what the system is doing, trying to do, or has stopped doing when the disk usage peaks and drops.
