Question Spikes

Hello,
I've recently bought the dell xps 13. Yes, I've read numerous deals about it, some of which were not so pleasing, including some throttling and the thing with the killer card. I'm having problems with the killer card as well but that's not my interest here.
I just wanted to ask if spikes like these are normal while just browsing the net, plus there's one picture where i just started a youtube video and paused it after a few secs. I'm not a big guy into these things so any helpful reactions are GREATLY APPRECIATED. Again, im not so savy and may be just overly anxious about this.

I would say yes that’s normal. Processor utilization goes up and down constantly. Even if you aren’t doing anything, windows probably is.
