Spiky FPS on z97 and 4690k

I have a z77 extreme 4 and 3770k as my primary Rig and I get a smooth experience as any average gamer would want but when I tried to use my i5 machine I get spiky FPS on Starcraft 2 and Witcher 3. I did not change any hardware except the MB and CPU, i basically transferred my RAM, SSD and HDDs. My nvidia driver is 358.__. The mobo is MSi z97m Gaming 5 coupled with 4690k OCed @ 4.6 GHz. What could be the problem?
 
@guanyu I didn't downgrade. I have two systems. I'm just trying to take most of the gaming load from my z77 machine cause it's kinda prehistoric at the same time fragile as the z77 mobos are phased out and I can't replace it once it gets broken.

@cst1992 I did not reinstall the OS. It is still windows 8.1.
 
Looking from single core performance, i5 4690k should 1-5% better than your i7 3770k but you will not notice this anyway.
Moving to the i5 means however that you loose the HT or have 4 threads less.
The thing is, games like Witcher 3 should be able to use more threads for maintain the fps stability. I dunno how far the fps stability it will degradate moving from having 8 threads to only 4.
I have currently a E3-1231V3 rig and play Witcher 3 with it, it is also practically an i7 with 8 threads in total, thus I do not know how Witcher 3 will really perform on an i5.
