Question Spin up time hdd

Three weeks ago, I got a new and healthy Western Digital 0B36404 Ultrastar DC HC320 8TB 256MB Cache Data Center Internal Hard Drive I tested it with different programs and found that the drive was healthy and new, The spin up time was 200. After three days of operation I realized that number was 187 !! I turned off the system, and for a week
Now number is 168 !!!
(New hdd ,,, spin up time 200...after three day 187,,,,,after a week (system was turn off ) spin up time 168 !!)

What is the cause and solution? Please provide comprehensive advice? Please help me
