Spinning circle on boot

Does anyone know why on some PCs / laptops there is a spinning circle for a few seconds with fast startup enabled and on other devices with fast startup there is no spinning circle for a few seconds when booting up and goes straight to splash page? Cheers.
 
Fast Startup hibernates the Windows kernel when you shutdown, and restores it when you restart. It's designed to improve the boot time on devices using an HDD as the boot drive. If you have an SSD as the boot drive (even a SATA SSD) you don't need Fast Startup.

Some kernel-mode drivers don't take kindly to being restored from hibernation at boot time, because of this Fast Startup is known to cause problems, even BSODs. If you don't need it then turn it off, and if you have an SSD then you don't need it.
