Is there a rule for the cost of innate DR that doesn't cover the whole body?
For example, say a character in GURPS Biotech was a snake from the waist
down, with scales that gave DR 3 but only for the lower half of their body.

4e lists it under DR (see Partial limitation, p. 47, 2nd column); -10% for
each -1 to hit penalty of the location, with the exception of the Body
getting -20%. Armored limbs cover both for that cost, so -20% "Legs Only"
covers both legs. For a lower half-snake I'd go -20%, the same as for a
pair of legs.

There is in 4th edition. The "Partial" limitation.

Sorry, typo, Body Only (Torso) is -10%, not -20%.
