Split Screen of Death when playing games

So I have a small problem and it is troubling me more and more. When I play games I get a split screen where the top half of the monitor is a solid red and then the bottom is normal but only showing half of the screen. I have checked and I am running with the latest drivers and the card itself does not seem to be over heating and the on board fan is turning but I just do not know what is wrong. Here are the specs of the pc build:

Everything was purchased from Newegg.com and the graphics card is no longer returnable through a RMA. Any ideas are more than welcomed. Thank you in advance.

I think your VGA is defective,can you test it in another system ? or test another card in yours ?

I thought about that but was not sure how the display itself would cause that to happen. I happen to have a Toshiba model#19AV51U. I use it both as a tv and as a pc monitor. I see that it only safely goes up to 720p and I do have it set at 1360p

1360p? I think you mean 1366x768.
Have you tried reinstalling the drivers? What driver version do you have? You should get the latest catalyst.

Try using that onboard to check if its the cord/monitor. Then reinstall dirvers and see if it solves the problem.

I have already uninstalled and then reinstalled the card and drivers which include the catalyst drivers. I can only assume that possibly that it may be the monitor I just do not know. When I can I will replace to a newer high end graphics card.
