Spooked downloads on new computer

Hi Guys
Got a used computer off eBay with ATI card and reinstalled windows. Everything works fine except for the downloads which is really spooky to me.

I tried to download the NZXT app and it wont download it from their site or cnet. The same thing happened for mediafire and no file could be downloaded from there. I tried chrome and internet explorer, both which couldn't. When I pressed, click here to restart it would end up with an unable to display page. Downloads do work on other sites. The firewall is disable and NZXT CAM app can be downloaded easily from the laptop also on same wifi network. The signal is good and speed test shows no errors.

I find it very strange having eliminated browser,OS and internet issues!
 
which version of windows have you reinstalled ? is this on WIFI or wired?

Assuming windows 7, 8 or 10 and either wired or wifi, I suggest you try this; (step by step picture below)

1. click start and type in the search box " network connections"

2. right click on either the wifi or wired connection you are using

3. once in the property of that device, highlight "Internet protocol version (TCPIP v4)" and click on properties

4. select the bullet " use this DNS server address" and enter 8.8.8.8 and 8.8.4.4 and press enter close all windows, reboot your computer and try again

Did all the above. No use. It's a fresh windows install.

The download page with click here to retry if the download doesn't happen automatically, gives waiting... and then finally connection reset error page.
 
I dont have a wired cable to test, only wifi as router is upstairs. Speed is good 45ms ping, 12mbs download and 5mbps upload.

I tried different browsers to rule out chrome issues, and reset winsock as this came in google.
