Question Spots of discoloration on Samsung monitor screen ?

That can't be dirt build up, unless someone opened up the panel and decided to put baking soda in there. It's a panel that's on it's way out, with backlighting being the issue. Replacing the monitor is your solution since repairing it would likely be the same as buying a new monitor, though the latter would include warranty and concurrent connectivity options.

I would test the monitor on another PC or another source to make sure that it’s actually the monitor doing it
I too thought at first that it might be Windows doing the spots. I restarted Windows couple of times and I could still see those discoloration spots as my desktop shutdown briefly and restarted. Could it be the DVI cable's fault? Difficult to check as my new Motherboard only has HDMI, DVI slots, while Monitor has VGA, DVI slots only.

I saw a few videos on Youtube dealing with spots on screen due to dirt/moisture. Just search "led monitor spots" or "led monitor patches"
