For the archives.
I had a Spy Hunter Super Sound I/O board that would play static
instead of the sound effects. All socketed chips were good.

I had working Tron SSIO board.
I swapped the 2 sound roms and 1 prom from the Spy Hunter to the Tron
board.
The sounds worked but the car drove fast and to the left. No control.
Went into test and the throttle and steering controls had no effect
when put through their motion.
Looking at the 2 boards the only difference I could see is that SH had
a 74LS273N at A3 and the Tron board did not.
I installed a 74LS273N in A3 on the Tron board, now Spy Hunter is up
and running.
I hope this helps someone in the future. I could not find these facts
in Google or the MCR faq.
