SSD 100% usage, even after re-partition and fresh install

About one week ago I noticed my PC was slowing down considerably. My SSD was running at 100% disk usage anytime there was a considerable write to the disk. For instance when I tried to install Google Chrome after a fresh install, my SSD hung at 100%. This would make it impossible to do anything. I was even incapable of browsing the internet because my browser would get hung on "waiting for cache".

I've since cleaned both my drives, re-partitioned them, and re-installed Windows. The problem is still happening. I've also ensured that the connections to my SSD are stable. I've even disabled my other storage drive to try and isolate the problem.

I've also disabled Windows Search and Superfetch, but this makes no difference. Also worth noting is that the fresh Windows Install took longer than anticipated. Previous installs on this machine took maybe 20 minutes. This time took about an hour. Any help or advice is appreciated, thanks!

Edit: This is on windows 8.1 pro.

Try installing CrystalDiskInfo, this is a SMART scanning software and will bring up any issues with your SSD if they are not detected by Windows.

You can also, as said above, use another Sata III Cable or Port, this can also be recommended to be tested in another PC to see if it is an issue with the SSD its self or your other PC.

I have one yellow mark for an "unknown device" and zero red marks. My SSD is detected normally id my disk drives.

I'm sorry, I forgot to mention that this is on windows 8.1 pro.

Try installing CrystalDiskInfo, this is a SMART scanning software and will bring up any issues with your SSD if they are not detected by Windows.

You can also, as said above, use another Sata III Cable or Port, this can also be recommended to be tested in another PC to see if it is an issue with the SSD its self or your other PC.
