SSD Boot up time

Hey I was just trying to figure out,
so,

I have a razer laptop that has a 256gb ssd, when I turn the lapto on, its at the desktop in about 4 seconds ready to boot programs. I checked the read and write speeds and its about

seq 497 read and 268 seq write, some other numbers as well but I think those are the important ones.

But on my desktop, I have a samsung 950 pro 512gb, and it takes about 15-20 seconds to be ready to run programs, I barely have anything installed on windows, its a newer computer as well.
And when I checked the speeds on this ssd it was

seq 1800 read and 1500 seq write, there was also more number but this one was about 3x-4x faster on all read and write speeds.

So my question is, why does this one taking longer to boot up?
 
are you comparing windows boot times or from the moment u push the button? some computers take longer to go though the post process then others. I see some intel motherboards take 20+sec just to finish post testing before they even load the os. my amd asus does motherboard post in 2 sec. it just depends on what test are done and how optimized the boot is.
