Ssd cant boot

Hi i have hdd (seagate 1tb) and ssd (kingstone ssdnow 120gb).
I did clean instal (even with no hdd connected) but simply cant get ssd to boot into win 8.1
Win works ok if i instal it on hdd but once i boot from hdd i can use ssd in win (instal games etc).
Ssd is stack in restart loop during win instal (instal win restart pc and enter instalation again - instead of going into personalization).
Is it posible my ssd is broken and simply cant boot or something?

Is there any cloning (win from hdd to ssd) program that is free (im broke after buying pc).
 
Yes i did set first boot for ssd i use f8 to access boot menu for my usb. It give me msg no boot device. Insert boot device and press any key zo continue.... May not be exactly same msg but it is something like that.
 
You can use that with any SSD.

When installing,

1)connect only the SSD and the pen drive and remove everything else. (assuming you install it using a pen)
2) set the first boot drive as the SSD.
3) Tap f8 and boot from the Pen.
4) next time when restarting, just let it happen.
5) continue the setup
6) after shutting down, connect the other drives.
 
You know... on my computer I have the SSD plugged into SATA port 0. For example, if your motherboard has 4 SATA Port0 (0,1,2,3).. it first looks to SATA #0 port (which is the first one). I'm wondering if yours is correctly plugged in or the SATA port turned off. If you're able too... I would go back into BIOS and double your SATA settings.
