I have just did a data migration from my toshiba 1tb drive to my samsung ssd 850 evo 120gb. I cloned it so I'm assuming my os and everything is on it now as I just got this computer so its a few games and chrome. I selected to boot from that drive but it didn't. Two questions:
1. how do I set it to boot from my solid state?
2. how can I delete everything off my 1tb drive to free it up for other programs?

This depends on exactly how you did the 'migration'.
Often, unless you are very careful, some of the various migration tools miss the small System Reserved partition.

How to check? Disconnect the old HDD. See if it boots.
If it doesn't, start over and do it again.

I tried your test and it loaded all the way until I had to enter my password then it just sat their saying preparing windows. Would it be easier to just install windows 8 onto the solid state and re download all of my programs. Also what is a good way to delete everything off my other harddrive once I install the os onto the ssd

If it's not working, starting over may be the easiest.

For the old HDD? Save whatever you want, then...
In Disk Management, delete all partitions, and Format the whole thing.
