Question SSD doesn't boot when certain HDD connected.

I boot up normally when I have my 240 GB SSD and my 250 GB HDD but when I try and plug in my 500gb instead of the 250gb it comes to an error code of 0xc00000e. I've tried formatting and even looked for a fix to the error and it says to use the Windows installation media to repair the HDD but it doesn't work.

is the ssd the os drive? can it boot without the 500GB and 250GB HDD?

The SSD is the boot drive, yes, and it can only boot when the 250 GB HDD is connected to the system along with the SSD.
