SSD drive not listed as boot default in UEFI setup

I have two connected SATA hard drives: a Samsung SSD, and a HGST HDD. I want the Samsung SSD to be the boot default. When I enter UEFI setup, if I go to Storage Configuration, I can see that both of the drives are visible by the sytem:

However, when I go to the Boot section and try to set the default boot order, there are only 3 options. The HGST drive is listed, but not the Samsung drive:

Why?

Also, if I reboot and hit F11 to enter the Boot Menu, then I can see the SSD listed as a boot option:

Obviously hitting F11 every time I boot up is not ideal. So the question is -- if the system can see this SSD, why am I not able to set it as the boot default in UEFI setup?
 
plug in the samsung in the first sata port and leave the hgst unplug then boot to see if you could activate it as primary then when system have made fulll boot and work you could had the others hdd in sata port 2 another thing do you have os on both or they are set as raid .
