SSD for just one user account?

I recently purchased the WD SSD. It's to get a better chance at purchasing limited release shoes to flip. Instead of installing the entire windows onto the SSD. Am i able to just make a specific user account to run on that ssd?

Windows doesn't work that way, but you could move user files to the SSD after installing Windows.
