SSD Format issue

I purchased a cheap SSD the Sandisk 400s 120gig back a couple months ago. Ive finally gotten around to trying to use it. I put it into the an external usb 3.0 enclosure and formatted the drive like i normally would any other drive but for some reason no matter what i do i cannot get the drive to show up after I assigned the drive letter and description and pressed ok.

Disk management claims that the partition is there but i cannot get a it to show up.

If I right click on the partition it only give me the "help" option which Ironically is no help at all lol.

If i right click on the left hand side grey area it gives me the option to convert to dynamic disk but will not allow me to do so. It gives me an error.

Im not sure what im doing wrong I have never ran into this issue before when formatting a drive.

Oh and i downloaded the sandisk utility and the drive does not show up there.

Windows 10 is my OS any Help would be appreciated thanks!

So Disk3 119.24GB is your USB SSD drive, right?
You have formated it somehow strange. GPT protective Partition? WTF is that?

I'd suggest you clean it, recreate partition and reformat it.
Use diskpart from elevated command prompt.
Commands:
diskpart
list disk
select disk X (X - is number of your SSD 119.24GB drive, you get from previous command)
clean
create partition primary
format fs=ntfs quick
assign
exit

Note - those commands erase all data from selected disk. Don't select the wrong disk.
