Question SSD Hard Drive Install Problem

I have a Z690-A Asus motherboard. In M.2-2 slot I have a crucial P5 Plus 2000GB. I have two Sata hard drives attached. I replaced my 4GB sata drive with a Power PCIe XS70 4GB SSD Drive in m.2-4 no problems. I was changing my 2GB Sata drive out with with a Power PCIe XS70 2GB in M.2-3 slot when I do this the hard drive light stays on steady. I have tried all combinations moving to different slots. Asus says the Power SSD is compatiable with the mother board but I wonder if there is a conflict with the Crucial SSD? I also have a second computer with the same specs. I was changing out the Sata drive when I installed the Power SSD the same problem showed up. Any help here.
 
The PC boots fine. BIOS sees the drive fine. The only problem the hard drive light stays on steady. When I remove the power SSD the activity settles down.
