SSD Not boot drive

Hello! I made a pc a few months ago and didn't understand what an SSD was so I didn't get one and I just got an SSD because I now understand that they are faster (SSD: Samsung 970 Evo M.2 NVME) I put it in my PC and then I used Samsung data migration to migrate everything onto it, but it still isn't the boot drive, I've tried to go into BIOS and change priority boot and it doesn't work, the PC just won't turn on. I've also tried plugging in my USB drive with windows on it but that doesn't work either, someone please help with this (PC Specs if it matters GTX 1060 SSC 16GBDDR4 Ram i7 8700K 1TB HDD) someone please reply with what to do and if you can how to do it

Do you know how I would boot off of a Windows install USB? I have one but I don't really understand what you are saying, I have went into the bios before and changed the boot priority to the SSD and then have the windows drive plugged in but then it just boots to the HDD or wont start
