Question SSD not detected when normal boot , only after turning the PSU rocker switch off and on ?

This is an old video that my brother recorded 1 month ago, ignore the messy cables. ( I still have this problem)
So everytime I turn on my computer on, I boot up straight to the bios , when I search for ssd's and nvme's it doesn't detect it, but when I turn the PSU power switch off and back on it boots straight to the BIOS.

My brother recorded a video so It will be easy to understand , ADATA XPG SX8200 NVME 2.0 ssd, Z390 Gaming X by Gigabyte.

Sorry but it is real hard to see what you are streaming. Might ask someone to hold camera while you perform manual operations of your PSU, etc.
