SSD not showing up in Windows Explorer/Libraries

I've taken an SSD out of my laptop so that I can reformat it and install Windows to it by cloning another SSD, but for some reason the SSD won't show up when connected using a USB 3 SATA converter cable? I have tried plugging the SSD into multiple computers and it hasn't shown up on any. Is there a special program/place I need to look at to find the SSD? Windows recognises that a new storage device is attached as it makes the connecting sound when it is plugged into a USB port, but then won't show up in Windows Explorer/Libraries.
 
The SSD had Ubuntu on it before, but I now want to put Windows back on it which is why I took it out of the laptop. The SATA to USB cable works fine as I have managed to get an old hard drive working with it on my computer!
