SSD Optimization, Installation Wizard Issues

I am currently running Windows 8.1 installed on a 240G SSD (C:\). I also have an HDD (F:\) for storage of media and programs. I edited the registry at HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion so that the default installation location is directed to the HDD (F:\). However if I install any program that creates a Desktop/Start Menu Shortcut the shortcut's target is listed as the (C:\ ) rather than targeting the HDD's (F:\) drive. I've been trying to rectify this issue but to no avail. I've only been able to edit the shortcut to target the HDD by replacing (C:\) with (F:\). Is there anyway to fix this so that the shortcut's will choose (F:\) as a target rather than (C:\)? Any help would be greatly appreciated.

The "ProgramFileDir" says still "C" on both,change as explained here

To be clear,it's to just choose "F" manually instead of doing this,i know it's looks like the easy way,but messing with the regedit is just not the right way.In the end might it become the hard way because you're messing with default settings in windows.At least make that back up that is suggested to put back if things start to get complicated.
Make sure you have folders at "F" that are pointed to,so create those folders at "F".
