Without knowing the actual budget, and ALL the other parts...impossible to say.
$50 in HDD goes a long way. $50 in SSD, not so much.
I would go SSD. It doesn't help a ton in gaming except for all loading screens being faster, but it makes your entire pc feel snappy and fast. Especially if you have a fast internet connection, so you don't have to store a ton of stuff on your drive. Also, you can always add in a 2nd regular hard drive later in the future for storage, without any issues. If you install windows onto a regular hard drive now, and you want to get an ssd sometime in the future, you will be dealing with a reinstall of windows to get the most benefit of having an ssd.

Again...assuming you're building a whole PC, what is the total budget and current parts selection for this?
