Ssd still posting sata2 numbers on sata3 mobo?

so i upgraded my mobo to a new sata3 capable one from a sata2 one and connected everything back and was expecting the sata 3 to read me something like 400mb/sec+ but im still getting 360mb/sec max, min 148.9mb/sec. is this normal? that particular sata port is set to ACHI already

is it necessary i reinstall windows for the ssd to work fully on sata3 since it came directly with an old install of windows7 from my original sata2 mobo?

i have a kingston hyperx 3k
