ssd won't Initialize getting I/O error.

My brother got a hold of an ssd from a laptop and gave it to me. He told me hes pretty sure it's formatted but, not 100 sure. Anyways, I try to connect to my pc go to disk management and initialize it and I get an i/o error. I tried to format it in cmd promt but that didn't work. can i get some help getting this ssd to work please? It's a Samsung ssd from a Lenovo laptop. the ssd model number is mz-7te1280. its a 128 gb ssd sata6.0Gbps. in disk management it comes up as 119 gbs so i don't think there anything in the drive. I'm on windows 10 btw. Any help will be appreciated.

edit: It's not the cables that are bad btw they work fine on my wd blue 1 tb hdd. just wanted to add that
