SSD won't work without another hard drive attached

I bought a PNY 250gb SSD a few months ago. I made sure everything was set up currently. FAT 32, Windows installed, etc. if I only have that particular hard drive hooked up, my PC tells me there are no usable hard drives with Windows detected. When I have my secondary with Windows 10 installed as well, it gives me the option to load up either. I have no idea what to do. Any help would be appreciated. I know it's not the end of the world but I've never had this issue and it has gotten me to the end of my wits.
 
Solution
repair the windows install to the ssd, but unplug the hdd first. this will install a bootloader to the ssd

the repair should leave the install as is but fix the bootloader. repair not re-install


So I finally got the chance to try the solution you gave me. I tried repairing it and it would say there's nothing to repair. Any other ideas maybe?
