First off, give us a FULL list of all your parts.I just bought samsung 860 evo 250gb,and its Reading at around 420 mb/s and writing at 300mb/s

It must be connected to the SATA3 0 .
Please verify exactly what port it is on.
That 0 is the only port that is theoretically capable of reasonable speed with that drive.

Yes it is the latest BIOS for my motherboard.I reinstalled the pc today and now Read speed is 559mb/s but write is still at 363 mb/sThere are 6 SATA ports on that board.
But, if it is connected to that SATA 0, and Samsung Magician shows no defects...it would seem to be the motherboard to be the issue.
And not much you can do about that.
Is the BIOS updated to the most recent?
