So I was sitting here trying to install the Witcher 2 from Steam when I notice a massive performance hit in windows. To my amazement my SSD is at a constant 100 percent which explains the slow down. I look at the download speed in Steam and it's only at 2 MB/s. That combined with chrome running in the background showed a total transfer rate of around 15 MB/s in Resource Monitor which was enough to max the SSD.
An AS SSD Benchmark test yields the following.

This has never happened before. Whenever I usually install a game on my SSD it tends to max out at around 16 MB/s and since it's an SSD, I don't expect any problems with such a number being written to disk. Now I can't even use Windows or take advantage of my full bandwidth because of this problem. What gives?
The SSD is a Crucial M500 120 GB model.
Also, I can already sense this question coming. Yes AHCI is enabled. This isn't an old issue. This literally came out of nowhere.
