SSF (sega saturn emulator) error

So whenever I start up SSF, the game starts up however it only makes it to the title screen. When I press start it then goes to black for a while and then shows this error message

This is really weird because I can play the emulator fine on my other PC. I literally went to my other PC and copied the exact folder into a USB with the rom inside and put it in my other PC. I then started up the exact same emulator that was in my other PC and it gave me this error. So the problem is not with the emulator but it's something with my computer. So how do I fix this?

Might be a pathing problem due to you doing a copy across PC's. I recommend you re-install the app, just to be safe.

Didn't work. I reinstalled it, changed all the settings to exactly like it was on the other program, made sure the paths were correct and I started it and it gave me the same error message.
