Standard CPU cooler enough for a 135w CPU?

Power in = heat out. A 135w TDP CPU will be expected to be cooled by a heatsink that can dissipate 135w, which is really not that much. A Hyper212 EVO, which is ~$25, is rated to dissipate 180w, whereas Intel's dinky stock cooler for 1150/1151 shipped with the 4790K, an 88w TDP CPU.
I can't find any information on CPU heat outputs, but I assume they put out heat relative to wattage, but I also can't find much data on heat dissipation numbers on any coolers...
