Standard user account file permissions?

Apparently it is not normal for a standard user to have access or control over any other user folders including the administrators user folder.

I believe the creation of a Homegroup has set permissions for the standard user to be able to do that. I want to reset the permissions. As you can see in my screenshot the standard user has full control over the administrators user folder.

Should the standard user even be listed in here at all? If not do I simply remove then from the permissions list? If the standard user does belong here what should the default permissions be for them?

I must have granted permanent access to admins user folder for the standard user which is probably why the standard user shows up here.
