Standoff and washer won't tighten

So I've been trying to tighten the standoff into the back plate with the washer for the hyper 212 evo but for some reason it won't tighten fully, rather the standoff keep spinning even after I fully tighten the washer. What should I do?

I think you are talking about a CPU cooler backplate? What cooler are you trying to install?

Oh crap, its the hyper 212 evo and yes im talking about the standoff that goes into the backplate and the washer that secures the standoff.

If I understand the design right, the part of the nut/washer that comes in from the back through the standoff should be able to accept the screw as you feed it through the cooler base at the top of the CPU. You will tighten everything together that way. Might help to have someone help hold the motherboard while you are mounting the cooler there.
