On High? Maybe. I doubt it though. Ark Survival probably runs almost as hard, but has a LOT more settings to adjust at the present time. So I would consider that a reasonable baseline as to if you can run SC.
It also depends on which component of SC you are trying to run.
Running around in your hanger is much easier on hardware than running around ArcCorp, or playing either Arena Commander or Star Marine. ( Ship dogfighting or FPS pvp)
Which has a lot more to do with ( continually improving) netcode than anything else.
3.0 patch is coming "soon" and will have more optimizations of course.
I can tell you that a young friend of mine has a FX 4300, 8GB ram, and a R9 255 video card.
And can "play" Star Citizen. Play being in quotes, because any multiplayer area maxes his pc out.
In the current version , there are limited graphics settings to play with, and they don't seem to do a lot at the moment. A wider range of settings is in the upcoming patch.
He can play against the AI spaceships quite successfully, and explore the rest of the game.
On hardware that is a fair bit below yours.
Since graphics cards are idiotically priced right now, I wouldn't want to upgrade at the moment if I was you.
But I can most definitely say that the jaw dropping beauty of the game world in Star Citizen will be the strongest motivation to upgrade in the future. I have never, in many years of gaming, had an icon on my desktop that lead to such an absolutely gorgeous game world.
Youtube videos don't do it justice because of compression.
I should think that the single player campaign ( Squadron 42) would be reasonably playable, at low settings, as long as you don't expect awesome fps. But it will most definitely struggle. A lot.
