Question Start again & again

I have a motherboard. I was trying to ON at night but it is getting started again and again Sometimes it starts perfect And sometimes it does not happen.

Then I took out Ram from motherboard in the morning and then put it again, then the system was running perfect

Sometimes the processor's fan starts moving very fast

I tried a lot but I do not understand what the issue is
