Start button issues

What actually causes the windows 10 start button issues? I don't care about a fix I just want to know why it does this and why Microsoft can't fix this blatant problem.

What issues? You care to elaborate.
Did you upgrade to Windows 10?
Is your 'Start Menu" not working?
There are many causes that could bring that issue, like display card drivers, corrupted files, etc.
