Start Menu not working?

I restarted my computer and when it woke up it gave me this error message http://i.imgur.com/vU87ZYo.jpg and most; if not all of my desktop shortcuts were gone and the whole entire thing was really weird after restarting. Keep in mind I wasn't doing anything special before restarting. Then I turned my computer off and turned it back on and everything was normal; except that the start menu wasn't working and the start button wouldn't work, either.

You may want to Restore Your Computer to an Earlier Restore Point, i.e. to the date when you believe it worked fine. This would be the best way to save your time and avoid unnecessary efforts.

I did that and it worked. Thank you for saving me from creating a new account and copy pasting everything over like ms support told me to do
