Start Menu Scale Changes with Screen Size

Hello,

I am using a dual monitor setup with:
1 x 27" Asus VG278HR
and
1 x 32" Samsung HDTV

with GTX780ti SLI - hence nVidia Drivers.

I have to note that I use Windows 8.1 64bit
with metro UI (so no Classic Shell, Start8 etc)

The problem is, the screen items on the 27" looks as it should be, including the start menu. However with the 32" HDTV the start menu is scaled BIGGER.

I tried to use 32" by itself (no dual screen) for test purposes. When I uninstalled the nVidia drivers the screen reverted to 640x400 resolution. By right click and Resolution I manually changed it to a 1920x1080 resolution and the start menu looked in it's normal scale (like it should be - as shown in the first link http://i.imgur.com/aqmrwze.jpg).

When I installed the nVidia drivers (specifically after it said "Installing Graphics Driver") the screen goes black and comes back again in 1920x1080 resolution but this time the start bar is a little thicker and start menu is scaled larger (as seen in second link - http://i.imgur.com/8spKZ4g.jpg).

I went to nVidia control panel and under Screen - Change Resolution, I have two catagories one which is Ultra HD, HD, SD that contains the active 1920x1080 1080p resolution. ALso there is a second category called PC and whichever 16:9 resolution I pick there, the start menu is scaled as I want it to be (not large scale). The downside is under the PC category I have maximum up to 1600x#### resolutions.

What I tried to fix this issue:
Different HDMI cables
Different drivers (nVidia)
22" HDTV, 27" Monitor, 24" Monitor, 32" HDTV, 40" HDTV
(with whatever below 32" be it HDTV or monitor, I could get normal scale, alas I only had HDTVs above 30" so I could only check with them and for anything I checked above 30" the scale was upscaled (larger).

I can't right click on the start menu (only rename groups) and icon size is the same on both screens although I gave it a try, no help. From where do you suggest I change the icon size again? I use CTRL+MouseWheel.

No, as you can see from the pictures the problem is with scaling not size of individual tiles, for both cases for example the e-mail tile is the same size. Changing their sizes do not affect the scaling unfortunately.
