Start Menu, Windows Programs, and Networks Do Not Function: SSD Best Solution?

For many months, my Start menu, taskbar, and Windows programs all have not functioned at all, and I feel like I have tried every solution on the internet. A couple weeks ago, both my USB WiFi adapter and Ethernet cable are able to connect to the internet, but my PC (Cyberpower 3400A with a GTX 1050ti) fails to connect to the internet. Should I opt to get a 250GB SSD alongside my current 1TB HDD to reinstall Windows and pray that it solves my issues, or are there other solutions? If reinstalling Windows on the SSD would solve them, then this would be my first choice. Thank you!

To fix the Start Menu issue, download the Start Menu Troubleshooter from Microsoft website
Run the file, a window will open , just follow steps and when you are done reboot.

If you want to get a SSD and use it as a boot drive, it will improve performance and shorten boot times but that Windows bug may happen no matter the disk you may have.
