Question Start problem

Hi.

I have a new
asrock x570 extreme4,
ryzen 3600x,
asrock rx 5700 xt

My problem is, when start all I have is a black screen and red POST light on mobo. Mobo start (lights), fans starts (case, gpu, cpu, mobo) and after 30-40 seconds, pc restart in a loop. I can't access bios, because USB keyboard did't work.

At this point, any idea could help. Sorry for bad english.

PSU vs650 corsair
Ram 8 gb hyperx 2400

The gpu works on another pc, keyboard work, but I have the problem in that mobo+cpu and can't access the bios. Just stuck on POST light and restart
