Start up error message

About 3 weeks ago I started getting Unsupported 16-bit Application "\??\C:\Windows\Installer\{46ABA73A-9045-4BA4-9BAE-FA855F26EF47}\_70A02663DFC8789EC3D334.exe"
I've removed all the installs I thought it could be, but this message persists. Anyone know how to get rid of it? I run Windows 8.1 64bit

That file is often a trojan. Please run a fully updated antivirus scan.

Nope. Ran full system Bitdefender 2018 scan. No issues
