Start up loops after 10 upgrade

Hello,
I have a HP Pavilion laptop that was upgraded to 10 (it originally had 8.0)...at least it attempted the process. Now, upon start up, it shows a screen with the choice to load Windows 10 or factory reset. If reset is chosen it goes through the motions but does not reset. It is in a constant loop. I changed the boot order in order to run diagnostics including possibly wiping clean and reinstalling the original software...but it will not boot from a CD except for a Windows cd. I know all of my bootable cds work, so I am really baffled. Any ideas on anything I may have missed?

before you did the upgrade were you on version 8.0 or 8.1?

It is a friend of mines....they did the upgrade...from 8.0

boot with the windows CD and see if it will let you use the "repair my computer" option to get to the recovery menu.

the problem is MS wants you to at least upgrade to 8.1 via the app store first before performing an upgrade to windows 10

I already tried that route and got a cannot be repaired screen ( not sure how to attach a pic)...that is why I want to clear the hard drive and reinstall

And it still doesn't make sense that it won't boot any of my diagnostic software that I know is in working order....
