Looks like it's the computer and not Windows 8. First thing to look for is BIOS beeps... if they are sounding out, listen for beep codes... If no beeps are heard, does the computer have a speaker/beeper?..
Assuming there is a speaker and it's not emiting a sound: hard drives click usually once at a time when they are not getting enough power from the PSU... it's the HDD switching on or off and it may keep running... in my experience this has been caused by poor molex pin contacts.. but theorically a bad or weak PSU could cause the HDD to switch on-off from poor power feed. If this goes on, the motherboard may not get enough amps to load the display or keep running.
A second possibility is the BIOS may be corrupted so a Reset would be the first thing to try, second a more thorough BIOS reset extending the reset time, and if a reset doesn't help, restoring the BIOS may be necessary.
A third possibiliity is the CPU may be overheating.
A fourth possibility is the motherboard may have failed.
1. PSU TESTS:
a) Check the PSU connections to the motherboard including the HDD power connector.
b) Try a different PSU
2. BIOS REPAIRS:
a) Reset the BIOS with battery removed from the motherboard, the AC Cord removed and wait 10 minutes before reinstalling the battery, reconnecting AC power and powering up the computer. If this fails, Restore the BIOS.
b) Restore the BIOS according to motherboard brand and model instructions, or remove the AC cord, remove the BIOS battery, remove the BIOS *jumper, press and hold the power button for 60 seconds... replace AC cord, battery and jumper and start the computer.
c) if both resetting and restoring the BIOS don't work, you could repeat each extending the time to do a more thorough job. A reset can be extended to an hour and in some cases up to overnight... a restore which is basically a more complete reset can also benefit allowing more time as if you were reseting it... and you could look for manufacturer instructions on restoring the BIOS.
3. CPU OVERHEATING: Check the cooler fan runs at normal speed, replace the thermal grease if the computer is more than a few years old or if you have removed or reseated the heatsink.
4. MOTHERBOARD FAILURE:
If all tests have failed to restore display or continued running, fans, leds, etc.
