start up repair/ blue screen

I just installed a new 600watt psu and a 2gb 7850 and now when I start my pc. It boots to the windows repair screen and it has two options. When I chose the first which is repair it goes to the blue screen of death. If I go the second option which is normal start up it reboots and come back to the windows repair screen. I tried spamming the f8 button and the options there but I still get redirected to the windows repair screen

Did you uninstall the old display driver before you installed the new gpu?

No I did not. I figured I could after I boot the pc.

No, you can't. That is why it won't start up. Boot into safemode and uninstall the display driver. Then you will be able to boot normally.

I tried safe mode, but it keeps rebooting to the system error recovery menu.
