Startech PCI to PCIe card giving "This device cannot start. (Code 10)"

I'm using a startech pci to pcie 1x converter card to connect my pcie 1x ASUS PCE-AC25 Wireless NIC to my mobo because my graphics card blocks the only other pcie slot (also a 1x so i cant just move my graphics card down). Windows isn't recognizing the NIC and I have a pci-to-pci bridge in Device Manager>System Devices that is returning a code 10 when i right click go to properties.
 
I think the best solution would be to get a USB based wireless adapter and forgo the issue with the PCI-E adapters as well as worry about placement within your chassis.

If you're yet interesting in forging forward with your existing adapter, then try and make sure your motherboard BIOS is up to date alongside the devices drivers (namely chipset and ME). You have yet to state your full system's specs inclusive of your OS. Are you sure you're using the PCE-AC25? I can't find it on Asus's support site.
