Starting from scratch

I'm working up a Supers universe based on the poetry of
Blake...because of course I am quite mad. The idea is that
the Zoa are hyper developed members of the oldest intelligent
species in the galaxy, and have the power to mess with it on a
fairly large scale.

For example in Earth's case, it was originally basically kind of like
Venus,
so:

Urizen used his telekinetic air control power to shoot atmosphere into
space.

Luvah used his fire power to boil off more of it.

Enitharmon used her power to create space warps to create
portals into space and to move the moon into orbit.

Enion used her transmutation power to finetune the initial atmosphere
mix.

Tharmas gathered hydrogen and oxygen within his polymorphic form and
then released it as water.

Once the stage was set, Vala gave the hydrocarbons a jolt of her
healing power to encourage them to combine.

And then Urthona used his time control power to speed up time in
a sphere centered around Earth so they wouldn't have to wait
around for billions of years to see what came out. About 6,000
years ago they noticed signs of something interesting going
on, so they stopped the time acceleration and had a look at
the results.

Yeah, they were playing SimEarth. But if we know anything
about cosmic beings, it's that they need hobbies.

Most of the characters are easily enough designed (although far
beyond the normal player character in power level for most games)
but Tharmas is a bit of a bitch as a design. His power, to transform
his body into any shape, and absorb mass from his environment
in order to grow, separating and combining elements as needed
to breath out things like oceans or blasts of napalm is a little bit
tricky to stat out.

Other than this:

Why would you stat out plot devices?

In order to fight them, of course. Sure they are really powerful, but
I was developing them for MEGS, and they aren't that much more
powerful than Green Lantern or Superman.

I guess I've a different view I was putting them up with
Celestials/Galactus/Anti-Monitor things

Using DC Heroes what about Shapechaning combined with Omnipower and ER
Adaptation? For the "absorb anything into body?)

My poor old DC books are falling apart so I'll need to gently examine them
to see if there is a more elegant solution
