STARTUP issue with new build

MY PROBLEM IS THAT WHEN I TURN ON THE COMPUTER IT THEN TURNS OFF...THEN BACK ON AND WINDOWS THEN LOADS...WHAT COULD BE CAUSING THIS ISSUE?

Most likely the problem is the bios on your Asus motherboard. I've heard of similar complains on other Asus boards on reviews at newegg.com for example.

Check the Asus forums for a solution or workaround on the matter.
